Homeland security is officially defined by the National Strategy for Homeland Security as "a concerted national effort to prevent terrorist attacks within the United States, reduce America's vulnerability to terrorism, and minimize the damage and recover from attacks that do occur". Because the U.S. Department of Homeland Security includes the Federal Emergency Management Agency, it also has responsibility for preparedness, response, and recovery to natural disasters.

The Columbia Police Departments Homeland Security Division though not as broad as the National Homeland Security it is none the less as important. The CPD Homeland Security Division is committed to the safety and security of the community throughout the year. This task, however, has become even more challenging since the September 11, 2001 tragedy. The Columbia Police Department has risen to meet the new threats and remains prepared in the event of an emergency by developing and maintaining the Homeland Security Division.

This division allows the Columbia Police Department to work closely with County, State, and Federal law enforcement and intelligence agencies on a continuous basis to also include the Joint Terrorism Task Force (JTTF).

The job demands are high. Specific jobs can focus on duties such as:

Emergency preparedness and response (for both terrorism and natural disasters), including volunteer medical, police, emergency management, and fire personnel;
Domestic intelligence activities, largely today within the FBI;
Critical infrastructure and perimeter protection;
Transportation security, including aviation and maritime transportation;
Biodefense;
Detection of radioactive and radiological materials;
